Barrow County is a county located in the U.S. state of Georgia. As of 2000, the population was 46,144. The 2007 Census Estimate placed the population at 67,139 The county seat is Winder, Georgia. This county is part of the Atlanta Metropolitan Area. Commercial development is currently underway at the 316, highway 81 intersection. A mega shopping center that will consist of a Target, Best Buy, Staples, Belk, and a Publix grocery store, among others, is set to be completed by the end of 2008 or the beginning of 2009.
